Persons selling plants in California are required to be licensed with the California Department of Food and Agriculture. The Orange County Agricultural Commissioner conducts annual inspections of wholesale nurseries for pest cleanliness. Retail nurseries are inspected on a complaint basis for pest cleanliness and proper labeling. Imported bulk and packaged seed is checked for labeling requirements and prohibited weed species.
